Why do employers even allow employees to negotiate their salaries?

Conventional wisdom is that generally you should negotiate your salary when you're hired.

Why do employers allow this? I can't imagine how you would budget if you aren' certain what your employees' salaries are going to be.

I think there's an acceptable range, and you're not going to get above the ceiling of the range, but you'll get closer to the bottom of the range if you don't name a high enough figure.

I HATE this. It's absurd.

It reminds me of this one kid in elementary school who would challenge people to running races but not tell them where the finish line is.
